Germany buys steel the way its industry consumes it: hot-rolled coil in bulk to feed its own rolling and coating lines, and high-specification coated and precision material where the domestic mills do not cover the grade. That is why German import unit values sit above the European middle without the country ever being the most expensive place to buy.

Buying and selling into Germany:
- Germany is the deepest steel market in Europe and a net exporter of coated and finished product while importing hot-rolled coil — the pattern of a country with more rolling and coating capacity than primary production.
- Import unit values here run above the European average because the mix is weighted towards high-specification material: automotive-grade coated sheet, pressure plate and precision tube rather than commodity coil.
- Deliveries arrive DAP by truck from Türkiye and the Balkans in six to nine days, or by sea to Hamburg, Bremerhaven and the ARA ports for container and breakbulk cargo.
- EN 10204 3.1 certification is expected on every order and CE marking under EN 1090 is mandatory for structural components, which adds documentation time rather than cost.

### Steel prices in Iraq (2024)

Almost everything in the Iraqi tables arrived by truck. The Habur crossing dominates the supply structure so completely that the partner tables read as a single lane, and prices here should be understood as delivered numbers with road freight and border cost already inside them rather than as a market rate.

Buying and selling into Iraq:
- Iraq imports nearly all of its steel and buys overwhelmingly by truck from Türkiye through the Habur–Ibrahim Khalil crossing, which is why the trade statistics show Türkiye as the dominant partner across almost every heading.
- Overland delivery to Erbil and Sulaymaniyah is three to five days from the Dilovası belt; Baghdad and the south add two to three more and a security escort on some routes.
- Payment is usually advance or cash against documents rather than letter of credit, and DAP is the normal Incoterm because the buyer rarely wants to handle the border.
- Roofing sheet, hollow sections and rebar dominate the volume; high-specification flat products are a small share.

Buying and selling into Kazakhstan:
- Kazakhstan sits inside the Eurasian Economic Union, so material from Russia and Belarus arrives duty-free while Turkish steel pays the common external tariff — a structural cost difference that shows in the partner tables rather than in the headline unit value.
- Routing from Türkiye runs by sea to Poti or Batumi and then rail or truck across the Caucasus, or all the way overland through Georgia and Azerbaijan with a Caspian crossing. Transit is eighteen to twenty-eight days and freight is a large share of the landed cost.
- EAC conformity marking is required for many construction products; documentation is issued against the mill certificate.
- Demand is concentrated in Almaty and Astana for construction and in the west for oil and gas fabrication.

Nigeria imports almost all of its flat steel, and the mix leans heavily towards thin roofing gauges and galvanized coil. That mix lifts the reported price per tonne while keeping the cost per square metre low, which is the single most common misreading of Nigerian steel data. Port throughput at Apapa and Tin Can Island, not sea freight, usually sets the delivery date.

Buying and selling into Nigeria:
- Nigeria imports almost all of its flat steel and most of its sections. Lagos (Apapa and Tin Can Island) takes the bulk of the volume, with Onne serving the east; port congestion, not sea freight, is usually what sets the delivery date.
- SONCAP is mandatory: a Product Certificate followed by a SONCAP Certificate issued before shipment, against inspection at origin. Shipping without it means the cargo cannot clear.
- Payment is commonly a confirmed letter of credit, and foreign-exchange availability rather than price is frequently the binding constraint on order size.
- Roofing sheet in 0.30–0.45 mm and galvanized coil dominate the flat-product mix, which pulls the average unit value below what a European market would show for the same heading.

### Steel prices in Romania (2024)

Romania sits at the meeting point of two demand curves: a construction market that pulls hollow sections, purlins and roofing sheet, and an automotive supply chain around Craiova and Pitești that pulls coated and cold-rolled flat. Buying and selling into Romania:
- Romania is inside the EU customs union, so Turkish material enters against the safeguard quota and, when a category is exhausted, a 25 % duty. Deliveries move DAP by truck through the Bulgarian border in four to six days.
- The construction market pulls hollow sections, purlins and roofing sheet; the automotive supply chain around Craiova and Pitești pulls coated and cold-rolled flat.
- CE marking under EN 1090 is required for structural steelwork, and the declaration of performance is checked on site more strictly than in several neighbouring markets.
- Constanța handles seaborne cargo when a shipment is too large for road haulage.

Saudi Arabia has long-product capacity and very little flat-product capacity, and the trade statistics say so plainly: rebar and bar barely appear on the import side while galvanized, colour-coated and cold-rolled sheet arrive in volume through Jeddah and Dammam. The unit values on this page are therefore best read as a flat-product import profile rather than as a picture of the whole market.

Buying and selling into Saudi Arabia:
- Saudi Arabia runs a structural deficit in flat products: local capacity covers rebar and some coil, so galvanized, pre-painted and cold-rolled sheet are imported in volume, mostly through Jeddah Islamic Port and King Abdulaziz Port in Dammam.
- SASO conformity is compulsory: shipments need a Certificate of Conformity registered in the SABER platform before arrival, and the IECEE or an approved conformity body has to issue it against the product certificate. Budget five to ten working days for the paperwork, in parallel with production.
- Sea freight from Türkiye to Jeddah is typically twelve to sixteen days; to Dammam add the Suez–Bab el-Mandeb routing or ship via Jebel Ali and truck across.
- The market buys on CFR terms far more often than FOB, so compare landed numbers rather than mill prices.

Buying and selling into Türkiye:
- Türkiye is both a large importer and the region's biggest exporter of flat steel, which is why its import and export unit values on the same heading sit within a few dollars of each other — the country is a processor, buying slab and coil and selling coated and formed product.
- Loading ports for export are Ambarlı and Gemlik on the Marmara and Derince for breakbulk; inland haulage from the Dilovası mill belt to any of the three is under two hours, which is why Turkish FOB quotes rarely carry a meaningful inland component.
- The EU safeguard quota governs how much Turkish flat steel can enter the European Union duty-free in each quarter; when a quota category runs out, a 25 % out-of-quota duty applies and the trade shifts to the following quarter. Buyers in the EU should check the category balance before fixing a delivery month.
- Mill lead time for a rolled-to-order flat product is typically three to five weeks; stock material from a service centre ships in three to five working days.

Hot-rolled coil is the reference product of the steel trade. Almost every other heading on this site starts life as a coil off a hot strip mill, which is why its customs unit value is the number buyers quote back at each other when they argue about whether a price is fair.

What the heading covers: Everything from 1.5 mm commercial coil to 100 mm quenched and tempered plate sits in this single heading, which is why its unit value moves with product mix as much as with the market.

- Compare like with like before you use any of these numbers: 2 mm commercial coil and 40 mm quenched plate are the same customs heading and several hundred dollars apart.
- Pickled and oiled material carries a premium of roughly 30 to 60 USD per tonne over black coil in most lanes, and it is invisible in customs data.
- Mill order books, not spot demand, set the lead time. A rolled-to-order width is three to five weeks; ex-stock from a service centre is days.
- Width matters to price more than buyers expect. Anything under 1,000 mm or over 1,800 mm usually costs an extra rolling charge.

### Cold-rolled sheet — HS 7209

Cold-rolled sheet is hot-rolled coil that has been pickled and reduced cold to a tighter gauge and a smoother surface. The extra process steps make it a narrower, better-behaved product than heading 7208, and the customs numbers reflect that: less scatter, slower movement.

What the heading covers: Narrower in specification than 7208 — thin gauge, tight tolerance, one destination — so unit values cluster more tightly and move more slowly.

- The forming and welding conversion over strip normally lands between 120 and 200 USD per tonne; anything far outside that is a mix effect.
- Corner radius is a design input, not a detail: EN 10219 cold-formed sections and EN 10210 hot-finished sections have different radii and different structural behaviour.
- Thin wall sizes under 2 mm are bought by furniture and fencing markets and price well above structural sections of the same outside dimension.
- Weight per metre, not price per tonne, is how a fabricator should compare offers, because two mills can hit the same nominal size at different wall tolerances.
