Steel prices in Algeria — what was actually paid in 2024

Algeria is two markets in one set of statistics. On long products it is a producer and an exporter, sending bar and wire rod out of Oran and Jijel; on flat products it is a large, price-driven importer, taking three quarters of a million tonnes of hot-rolled coil a year at some of the lowest declared values recorded here. Anyone quoting into Algeria has to know which of the two markets the enquiry belongs to before quoting at all.

What the Algeria numbers say

• Algeria buys across a wide band — 706 USD per tonne for hot-rolled coil and plate against 1,386 for welded tube, circular, non-alloy, 2.0× — with the cheap end set by bulk coil parcels out of Asia.
• Hot-rolled coil and plate is 50 % of inbound tonnage, and it arrives in parcel sizes that no other heading here matches.
• Supply is concentrated: China alone holds 59 % of the top five lanes on that heading.

Buying and selling into Algeria

• Algeria has changed sides on long products. In 2024 it exported 367,000 tonnes of hot-rolled bar and 95,000 tonnes of wire rod while importing almost none — the output of the integrated plants built at Bethioua near Oran and at Bellara near Jijel, which turned a rebar importer into a rebar exporter inside a decade.
• Flat products went the other way. Hot-rolled coil still arrives at three quarters of a million tonnes a year, at 706 USD per tonne — among the lowest declared import values on this site — because it comes overwhelmingly from China at scale, on large parcels into deep-water berths.
• Coated sheet is the expensive line: 295,000 tonnes at 1,229 USD per tonne, a 520 USD step above the hot-rolled price. That gap is the coating, the paint and the fact that most of it is bought in smaller lots for a construction market that cannot wait for a mill programme.
• The ports split by cargo. Oran and Arzew in the west and Djen Djen and Skikda in the east handle bulk and project cargo; Algiers and Béjaïa take containers with more congestion. Discharge rates rather than sea freight decide the delivered cost on a coil parcel.
• Import administration is the real barrier to entry. Algeria has run a provisional additional safeguard duty across long tariff lists, has restricted imports of goods produced locally, and has at times required documentary credit as the payment instrument for resale imports while allowing documentary collection for production inputs. Every one of those rules has changed more than once; none of them should be assumed from a previous shipment.
• Because local mills now cover bar and rod, an offer that competes here is a flat-product offer: coil, plate, coated sheet and tube. Quoting rebar into Algeria is quoting against a domestic producer with no freight to pay.
