- Cheapest declared import is Saudi Arabia at 571 USD per tonne, dearest Iraq at 3,364, a span of 489 %. For a product this tightly specified, a spread that wide usually means one side is buying automotive-grade material and the other is buying general stock.
- Tonnage across the reporting set: 9,269,004 tonnes of cold-rolled sheet in 2024, worth 7,604 million dollars. Germany took 22 % of it.
- The widest export-over-import margin belongs to Tanzania at 859 USD per tonne, the mark of a mill that buys hot coil and sells cold reduced.
What sits inside HS 7209
Narrower in specification than 7208 — thin gauge, tight tolerance, one destination — so unit values cluster more tightly and move more slowly.
- Surface class is the hidden variable. A drawing-quality surface for visible painted parts costs materially more than a structural surface at the same thickness.
- Oiled or dry, annealed or full hard: all of them report under the same code, and full hard is the cheapest of the set.
- Thickness under 0.40 mm moves the price per tonne sharply, because rolling time per tonne rises as gauge falls.
- Most cold-rolled volume is bought to be coated afterwards, so the price tends to track heading 7210 more closely than it tracks hot coil.

What does cold-rolled sheet cost per tonne?
The median declared unit value for HS 7209 across 32 markets was 835 USD per tonne imported and 893 USD exported in 2024, or roughly 0.84 USD per kilo. Cold-rolled normally carries a premium over hot-rolled of the same width because of the extra reduction pass, the anneal and the tighter tolerance.
Did cold-rolled sheet get cheaper or dearer this year?
Between 2023 and 2024 the median export unit value went down by -3.5 %. Cold-rolled tends to move later and less sharply than hot-rolled coil: mills pass substrate cost through with a lag, and the conversion margin absorbs part of the swing.
Why is the spread between markets so wide?
From 571 USD per tonne in Saudi Arabia to 3,364 in Iraq. Surface quality drives much of it — a coil sorted to surface B for visible painted panels is not the same trade as general-purpose A, even though customs sees one code. Thickness also matters: 0.4 mm costs more per tonne to roll than 2 mm.

If a quotation sits far outside the range for the destination market, ask what is different — surface class, oiling, coil weight, mill of origin or Incoterm.
